Abstract:	Establishing a believable society is a demand to deepen the development of market-oriented economy and accede to the WTO. However, the credit situations in all trades and professions and even in the whole society are worrying. Disappearance of credits is shocking. Credit crisis existing in the whole society has not only perplexed the business operation and the order of market-oriented economy, but also become one of the notable problems restricting our economic development. We must establish a believable government before setting up a believable society, and establishment of legal system and rule of law is most important.
