The defendant found that the plaintiff carried the private salt by illegal means. The defendant thus issued a Beforehand Notice of Administrative Penalties on 21 Sept 1999 on which the plaintiff refused to sign. The defendant made the official decision of administrative penalties on 27 Sept 1999. The plaintiff applied to the Salt Administrative Bureau of Fujian Province for administrative reconsideration, which affirmed the decision at issue. The plaintiff sued. |
