Abstract: |
Transparency is one of the fundamental principles under the WTO. It has inherent values on the economy and multilateral trade mechanism of member countries. Such values are the predictabilities and culculability, aimed at buiding the economic rational acts according to the lagal rationale so as to realize the system functions of resisting the uncertainties and reducing the transaction cost. However, the WTO does no stipulate substantive criteria. It is through the design of procedures that this principle can be maintained. To break the politic deadlocks and cultural differences, it is a wise choice to transform a value problem into a procedural problem. |
