Abstract: |
As one of the subsystems of the general social system, the public administration system is characterized with publicity. The development of the system is a process that develops from an orderly construction to another orderly construction. The system possesses nonlinear mechanism and may lose its balance. Factors affecting the stability of the public administration system are as follows: the system is based on section chiefs, which results in the decline of administration efficiency; the unbalance between the central and local governments leads to the descending of the central authority; the unreasonable personnel management causes the decreasing of personal ability; activities of informal organizations leads to the descending of the system cohesion. The basic condition for inner balance of the public administration system is the further development of its publicity, timely organization reform and system innovation. |
