Abstract: |
Administrative power is the lifeblood of Administration. The concept of administrative power should be introduced into the administrative reforms so as to make the reforms from macro level to micro level. This article analyzes the administrative power and the structure of administrative power, and analyzes the evolution of the structure by using a sociological theory, structure-function. Based on these, the model of administrative power structure under the socialist market economy is formed. The author also discusses the relationship between the administrative power and administrative reforms and reveals its significance to China’s administrative reforms. Finally, the author stresses that two factors, culture and benefit, must be involved into the newly-built structure of administrative power. |
