Abstract: |
Canada has the world’s best refugee determination system — the system that decides who of the 30,000 claimants that arrive each year, seeking to start new lives here, deserve our protection. The process reflects Canada’s humanitarian tradition towards the persecuted and the displaced. But it is not the answer to the tragic crises faced by 23 million refugees worldwide, and another 26 million displaced people who would also be refugees if they were able to escape their own countries.
