Tang Jin, the plaintiff, submitted an application to the local Labor Bureau (defendant) to launch an investigation on his employer, because the company has severely violated Tang’s legal rights and the labor law. However, the defendant hadn’t received any reply from the Labor Bureau two month after the application. He sued and demanded that the Labor Bureau fulfill its legal obligations. The Labor Bureau said that it had transferred the application letter to the Material Bureau, so it had fulfilled all the obligations. |
