In the post – Cold War era, 125 million migrants — both refugees and immigrants — are on the move, in search of new countries to call home. They are one of the urgent factors in Canada’s immigration policies, which must weigh our humanitarian responsibilities, our financial limitations, the need to protect our social benefits system, and our imperative needs for international social security and human and economic development which compel us to remain an outward-looking nation.
