Asserts that much can be gained by studying the ways that immigration, crime and social welfare intermix at the levels of both government and populist fears, constituting so-called hybrid objects that can be used to govern a number of fields. Impact of fears about welfare fraud, bogus refugees and racialized crime on the Toronto, Ontario Somali community; Analysis of the concerns of the community, with the goal of calling attention to hybrid governance; Perception that immigration policy is increasingly governed through crime. |
