Abstract: |
Greater emphasis on the security of people rather than just the security of states is at the heart of the foreign policy that Canada is pushing during its current tenure on the United Nations Security Council. Canada’s agenda to enhance human security includes encouraging engagement and discouraging isolationism; advancing human rights standards; UN Security Council reforms; more partnerships and coalitions with other nations; greater use of soft power; and the use of sanctions and military force as required. Stronger support for UN peace-keeping is called for. Speech to the National Forum, Montreal, Quebec, January22, 1999. |
