“Twenty-seven million refugees from all corners of the globe have been displaced from their homes and countries, victims of political persecution, civil war, anarchy, and genocide. Their numbers have increased 10-fold since the end of the Cold War. This year, 30,000 will seek refuge in Canada. In deciding which claimants are legitimately entitled to Canada’s protection, the Immigration and Refugee Board administers the world’s best refugee determination process. Speech to the Empire Club of Canada, Toronto, March 27. |
