It is both impressive and encouraging to see gathered here from all corners of Canada so many people who are devoted to assisting refugees. I want to tell you how much the Office of the High Commissioner for Refugees appreciates the partnership with the JRC and your work on behalf of refugees. The presence of so many representatives of the governments of Quebec, Canada and the other provinces is a sign that the co-operation between the voluntary sector and the government sector, if difficult in other countries, is well established in Canada. This is important, because refugee problems can be solved only in the context of co-operation, not confrontation. |
