Abstract: |
The CDSOA is a non-permissible specific action against dumping, contrary to Article 18.1 of the Anti-Dumping Agreement, and a non-permissible specific action against a subsidy, contrary to Article 32.1 of the SCM Agreement. CDSOA is inconsistent with the Agreement on Implementation of Article IV of the General Agreement on Tariffs and Trade 1994 (the “ Anti-Dumping Agreement”) Articles 5.4, 18.1, and 18.4 and Agreement on Subsidies and Countervailing Measures (the “SCM Agreement”) Articles 11.4, 32.1, and 32.5 |
