The plaintiff was an individual proprietor with all necessary licenses. One of his license, License of Temporary Occupation of Road was valid from 1 Jan 1 1996 till 31 Dec 1996. On Oct 1996, the defendant made an administrative decision (“the decision at issue”) to clear up the plaintiff’s stall. The plaintiff sued on the basis that the defendant infringed on his managerial authority. |
