| Abstract: |
Problems with China’s administrative permit system are related with the ideas, institutional setting, administrative measures and traditional methods of enforcement. Hence, the permit system must refer to the transformation of traditional enforcement system from quasi-mobilization pattern to legalization pattern. This paper starts with discussing the unresolved theoretical problems of the reform, and then, analyzes the following-up difficulties and institutional constraints. In the last part, the paper treats of the institutional innovation relevant to promote the transition of the enforcement system. |
