Canada has developed for itself a role and place in the world, but what are the sources of its global motivation and direction? Commercial self-interest? Shared political interest? Humanitarian values? Or is foreign policy about a constantly shifting balance? Editor’s note: This paper was commissioned by the CIIA national office to help provoke discussion and debate on the relationship between Canada’s foreign policy and national interests. It was prepared as a background document for the Institute’s national consultations on this subject undertaken from February to June 1999.
