Mr. Ziyin Wang was a contract worker of the plaintiff which, however, had no official materials about employing him. On 15 August 1995, the plaintiff got a new project and appointed Mr. Ziyin Wang as the manger of the project. On 20 Sept 1996, the defendant, according to spirits of the documents concerned, issued a decision of administrative decision to the plaintiff on the basis that the plaintiff profited by subcontracting without authorization. The plaintiff sued. |
