Abstract: |
The defendant found there were some specific tobaccos at the plaintiff while it lacked the business license of these tobaccos. The defendant made a decision of administrative penalties on the plaintiff. Subject to this decision, the plaintiff’s tobaccos shall be confiscated. However, there was no code number not name of the person who was subject to the penalties. Also, the defendant failed to inform the plaintiff of their due rights. |
