Abstract: |
Yang had been working in the Jiyuan Public Security Bureau since 1975. In 1991, Yang was recruited by the third party which belongs to the bureau. After recruiting, Yang still worked for the Bureau and got paid by it. In 1998, the Bureau fired him. Yang raised the arbitration and won the case. The Bureau refused to fulfill the decision of arbitration, claiming that Yang’s application in arbitration already expanded the time limit. The arbitration organization decided to not enforce the decision. Yang went to the local court. |
