The garment factory refused to sign an open labor contract with Mr. Lee. Mr. Lee raised the case to the Labor Dispute Arbitration Committee. His application was rejected because the employer is a joint-venture enterprise, and the local Labor Dispute Arbitration Committee has no right to arbitrate any dispute related to joint-venture companies.
